Monitoring, reporting and verifcation: Networks for assuring compliance and forest carbon integrity

How can government stakeholders strengthen compliance with laws and policies designed to protect, sequester, and maintain carbon in forests, wetlands and farmland. Trends toward market-based regulatory mechanisms to drive and deliver carbon benefts from these ecosystems require new
approaches and tools for law enforcement and capacity building.
